    FINANCIAL OFFICER

    Minimum qualifications and experience:

    • University degree at master level in finance or accounting.
    • Minimum of three years’ relevant experience in a similar senior finance function. Experience in working in an NGO is a plus.
    • Familiar with project financial management and human resource matters.
    • Proven ability for accounting, budgeting, forecasting, financial analysis and monitoring.
    • Excellent knowledge of the relevant national accounting standards.
    • Proven capability to provide support, guidance and training to internal and external stakeholders.
    • Previous work experience in monitoring and generating financial reports for national/internationally funded projects and mandates.


    Minimum skills and capabilities:

    • Excellent analytical and conceptual skills.
    • Good communication skills and conversational command in English (spoken and written), French would be an advantage.
    • Ability to work in complex environments and to ensure that deadlines are met by internal and external stakeholders (good prioritization and time management skills).
    • Ability to ensure that internal and external stakeholders understand and duly follow HEKS/EPER’s procedures and guidelines.
    • Excellent computer skills (particularly MS Office and accounting software).
    • Diligent and trustworthy person with appropriate attention to details.
    • Excellent team player and social capabilities.
    • Good knowledge of relevant local laws and obligations (labour, tax, social security, etc.).
    • Available for local/national and international travel.
    • Professional, cooperative, efficient and effective working attitude.

    Responsibilities

    • Maintaining a complete and structured electronical and physical documentation and filing system.
    • Preparing, checking and submitting the quarterly reports (group reporting) to the Head Quarter (HQ).
    • Preparing a draft of the annual and phase country programme budget (incl. partner organisations).
    • Checking, approving and settling monthly bills and monthly payroll for accounting.
    • Ensuring compliance with all local legal requirements and obligations (such as tax, social security, etc.).
    • Ensuring the preparation of documentation for the audit and that the audit is carried out in a timely fashion, as well as the implementation of the audit recommendation.
    • Upholding good relationships with all HEKS/EPER’s partner organisations (PO) and stakeholders.
    • Supporting the partner organizations with all their questions regarding financial and administrative management. Providing training and ongoing technical assistance to the POs in the development of effective and reliable financial management systems.
    • Ensuring that the Country Office (CO) and the partners meet all deadlines – otherwise reminding them proactively.
    • Monitoring of the flows of funds between the HQ and the partner as well as between the CO and the partner.
    • Ensuring that the CO and partner organisations pay all legal, statutory and tax-related obligations.
    • Ensuring the proper use and maintenance of HO equipment and office supplies, bringing any problems to the attention of the Country Director. Ensuring that HEKS-EPER’s capital assets inventory information is recorded.

HEKS/EPER works towards a more humane and more equitable world, assisting people and communities irrespective of their religion to overcome economic, social or humanitarian disparities in order to gain autonomy and to live with dignity. Therefore, HEKS/EPER engages in development cooperation, humanitarian aid and church cooperation.

    HEKS/EPER Romania Foundation was registered in December 2015.The Foundation’s mission is to support people from Romania who need social and economic help. Our projects address the marginalized and vulnerable groups of the Romanian society. To implement them, we work with various non-governmental partner organizations from the country. HEKS/EPER is currently scaling up its country project portfolio, looking at identifying long term solutions for Social Afterschool Programs and a better inclusion in the labour market for the people/youth coming from vulnerable communities.

    HEKS/EPER is looking for an experienced Finance Officer who will be involved in the office financial management and the financial management for the Development Cooperation and Humanitarian Aid implemented projects. Duty station of the assignment is Cluj-Napoca, Romania.
