Job Announcement: Field Officer in Transcarpathia, Part-Time (4h/day)
Who are we?
HEKS/EPER Romania is a humanitarian foundation that has been supporting the Ukrainians seeking refuge in Romania since February 2022 through cash assistance, food and non-food assistance, wash assistance etc.
We’re looking to join forces with a new colleague’s expertise, enthusiasm, and influence in building self-reliance in the target group we serve, Ukrainians in Transcarpathia, through the sclr approach program, which involves transferring power from organizations to the affected communities. Specifically, unlike other forms of humanitarian support, through sclr, crisis survivors could have their problem-solving ideas funded and would be responsible for all project stages: problem identification, project writing, money management, and implementation, building their resilience and self-reliance in the process.
Who are we looking for:
HEKS/EPER Romania is looking for a Field Officer in Transcarpathia (Ukraine) that will oversee the sclr approach program in the region, assist communities in the sclr implementation process and monitor partners’ work throughout the project.
Candidates can be from Ukraine, Hungary, or Romania.
Ideal candidate:
- Strong desire to contribute to community development and problem-solving abilities, capable of be organized and detail-oriented.
- Fluent in English, Ukrainian, and Hungarian to facilitate effective communication with diverse stakeholders.
- Strong understanding of the local context, culture, and dynamics in the project area.
- Ability to work effectively in a multicultural and challenging environment.
- A people person with the ability to establish and maintain positive relationships with community members, project partners, and colleagues.
- Strong social skills to navigate various social contexts, engage with community members, and build rapport.
- Possessing a valid driving license and owning a personal car is considered an advantage.
- Ability and willingness to travel to various project sites and locations as required by the nature of the role.
- Proficient in writing detailed and comprehensive reports on project activities, findings, and observations in English.
- Excellent written and verbal communication skills to convey information clearly and effectively.
Responsibilities and tasks related to the job:
Representation:
- Represent HEKS/EPER Romania in person in relation with the implementation partners in designated areas.
- Foster positive relationships with community members, partners, and relevant authorities.
- Consult and inform the HEKS/EPER team in Romania in regular online meetings regarding the project’s implementation status.
Monitoring:
- Ensures that the program is implemented in the designated areas, by partners, in accordance with the project’s approved proposal and requirement of donors ‘and HEKS/EPER’s strategy, policy and technical requirements.
- In collaboration with the HEKS/EPER Romania’s Program Assistant and MEAL officer, contribute to developing the operational strategy in line with the HEKS-EPER policies and the emergency population’s needs in the designated areas.
- Conduct regular on-site visits to monitor the project implementation in person.
- Collaborate with project partners and stakeholders to ensure adherence to project timelines and objectives.
- Evaluate the effectiveness of operational processes and identify areas for improvement.
- Collect and analyze data related to project performance and operational efficiency.
- Provide feedback and recommendations as needed, based on monitoring results.
- Identify and address any challenges or risks that may impact the successful execution of operations.
Reporting:
- Gather relevant data from field activities, stakeholders, and project partners.
- Ensure the accuracy and completeness of data collected in collaboration with the HEKS/EPER Romania team.
- Record detailed observations and findings during field visits and project activities.
- Document any challenges, successes, and unexpected developments.
- Organize collected data into comprehensive and structured reports and summarize key points and trends for easy comprehension.
- Develop regular reports on project progress, ensuring they align with established reporting schedules.
- Communicate report findings to HEKS/EPER Program Assistant in Romania, incorporate feedback from internal and external sources to improve report quality and ensure reports align with organizational standards and guidelines.
